Citizens Against Poaching (CAP) began in Idaho in 1981, as a way for people to anonymously become involved in protecting wildlife by reporting violations of game laws. Since inception, over $400,000 in rewards have been paid to callers.
The CAP toll-free number is 1-800-632-5999 for violations within Idaho. The information given is relayed to Department of Fish and Game officials. Callers can also choose to remain anonymous.
Callers report the violation which they have witnessed (for example, shooting ducks after legal hours), and the enforcement dispatcher notifies the Conservation Officer (CO) for that area. If a check on the complaint results in an issuance of a citation, the caller will be eligible for a reward, the amount dependent on the nature of the defense.
Officers will respond to calls for violations of any fish or game law, though the number of calls increases each year during hunting seasons. CAP Director asks that hunters and fisher-folks who witness the illegal taking of fish or game, or other unlawful actions, to try to get license numbers and descriptions wherever possible.
Observations of violations can be reported to any law enforcement officer, and he or she will make certain the information is given to the Department of Fish and Game.
Reward money is generated by voluntary contributions, court-ordered reimbursements to the Department, and minor fees.
